The MARGISTAR Perspective on Green Deal Diplomacy for Mountain Revitalisation
How can far-reaching European policies deliver fair and sustainable outcomes for rural and mountain areas? Over four years, MARGISTAR has explored this question, identifying tensions between the ambitions of the European Green Deal, the EU Biodiversity Strategy for 2030, and the Long-Term Vision for Rural Areas on one side, and the diverse realities of mountain communities on the other.
Our answer is Green Deal Diplomacy: a dynamic approach to dialogue and negotiation across governance levels. It brings public authorities, researchers, and mountain actors together to interpret evidence, negotiate trade-offs, and find locally appropriate responses. Put into practice, this includes:
Pinching Policymakers: A new science-policy interface that draws decision-makers' attention to tensions between short-term strategic priorities, such as economic competitiveness and resource security, and long-term commitments to territorial cohesion and biodiversity. Guided by spatial justice and environmental integrity, it aims to ensure mountain regions are not left behind.
REGULANDIA: An interactive science-policy simulation in which participants take on roles and negotiate the local consequences of high-level decisions, such as speeding up environmental impact assessments for a new mine. Playing through the conflict offers fresh insights into the credibility, relevance, and legitimacy of knowledge in policymaking.
The Pinching Toolkit: A structured cycle for science-policy dialogue, from identifying policy problems and co-producing knowledge to formulating concise "Policy Pinches" and pointing toward desirable policy change.
The project's legacy includes ten recommendations for European-level policy change, an analysis of seven key tensions facing policymakers, a policy brief on strengthening territorial capacity, and a final report on escaping polytraps in mountain regions.
Together, these results connect mountain revitalization with European policy debate, helping to examine trade-offs, bring diverse knowledge into decision-making, and keep mountain communities in focus as Europe pursues its Green Deal objectives.
